Supporting the 126 Constitution Amendment Bill, 2019 introduced in the Rajya Sabha, JD (U) MP Ramchandra Prasad Singh said that if any person gives you any right once you give any right, he may feel bad after snatching it. The MP said this on the announcement of nominating anglo-Indian. The MP said that through this bill, the deprived sections of the people in the Lok Sabha and state assembly will get the benefit of reservation. However, so far, the benefit of reservation in judicial service has not been received by the deprived society. Reservation should also be availed in high judicial services. The All India judicial service will be created at the earliest. Immediate action should be initiated.
The MP said that as soon as the All India judicial service comes into effect, SCS, STS, OBCs and economically backward classes will get the benefit of reservation in judicial services. He suggested to the Government to bring a bill in the budget session. The bill should be brought through the Rajya Sabha as the Rajya Sabha has special powers in the matter. If all sections are participating in every part of democracy, their participation in the judicial service also needs to be ensured. The MP said that there is a need to work in the right direction as far as change is there in the mindset of sc and St category people.
RCP Singh said that work has been done in this direction in Bihar. In the state, 25,000 Dalit and Dalit tolas are flagged off from the oldest person there on 15th August and 26th January. This leads to a message. There are seven faith schemes in our State. The work of providing tap water is being done first in their own houses. The central government is now implementing the scheme of tap water supply to every household. It is already applicable in Bihar. In addition, our Government of Bihar has implemented a pucca road and drain scheme to every person’s house. It will benefit the tolas of those poorer sections. It would be better if the central government implements this scheme also.
The MP said that there is a need to take special steps to avoid inferiority complex in the minds of children. All school going children in Bihar are being given school dress. No child will be able to separate himself. No child will be born in inferiority complex. He said that the bill will provide reservation for the next 10 years and supporting it would be a separate message in this category. The MP said that there was no reservation in panchayati Raj institutions in a single post before 2005. Since Nitish Kumar came to power, 17 per cent reservation in 8326 Panchayati Raj institutions was given to the people of SC and ST society. Through this, leadership is being created at the local level. The leadership will later appear in the state Assembly, Lok Sabha and Rajya Sabha. This will help in strengthening democracy.
